What is the “short circuit”?
A short circuit happens when the wire, which currently carries the electrical current (“black” wire), contacts with the grounded conductor(“white” wire), or with the equipment ground(“green” wire). When the short circuit happens, it generates heat and sparks. There are the circuit breakers in your electrical panel, which will cut the power if it happens.
What is the difference between the fuse and the breaker?
Fuse and breaker are accomplishing the same task. When there is a fault, both of them will break the flow of electricity. While the fuses will blow out when the problem happens(they will need to be replaced every time), the circuit is just the switch, which you can turn back when the problem is solved.

Can I DIY Electrical repairs?

You have to be trained as an electrician to solve most of the problems. However, there is some repair, like changing the bulb or the fuse, which can be done DIY.
